Philip Malter Biography
Philip Malter is Managing Counsel, Eastern Region for Blue Planet Energy Law, a law firm dedicated to providing innovative legal advice on transactional and regulatory matters for the energy industry. Mr. Malter concentrates his practice on natural gas and electric regulatory, transactional and commercial matters on behalf of municipalities and other end-users.
Prior to joining Blue Planet Energy Law, Mr. Malter was Founder and Principal Counsel for the law firm of Malter & Mickum and a partner at Wheatley and Ranquist. In both of these firms, Mr. Malter concentrated his practice in electric and gas proceedings before the Federal Energy Regulatory Commission, appeals from those proceedings to appellate courts, and related commercial matters. Prior to entering private practice, Mr. Malter served as the Commerce Solicitor for the State of Iowa, where he was the chief counsel and consumer advocate in proceedings before the Iowa State Commerce Commission in the regulation of electric, gas, telephone, truck and railroad companies in Iowa. As Commerce Solicitor, Mr. Malter also represented the Iowa State Commerce Commission in appellate proceedings before the Iowa Circuit Courts and Supreme Court and appeared in televised debates against utilities, and petroleum and natural gas producers. Mr. Malter also has served as Supervisory Trial Counsel for the Federal Power Commission (now Federal Energy Regulatory Commission) in Washington, D.C., where he litigated numerous electric proceedings.
Memberships and Admission
Mr. Malter is admitted to practice in the states of Maryland (inactive in Florida and the District of Columbia), and has practiced before the United States Courts of Appeals for the Fourth, Seventh, Tenth and D.C. Circuits, and United States Supreme Court. He has been a guest speaker at regulatory law symposiums, and authored portions on the Federal Power Act of West’s Federal Practice Manual, a multivolume legal encyclopedia addressing all areas of federal practice.
